Los Angeles County has approved a historic $4 billion settlement to resolve nearly 7,000 claims of sexual abuse in foster homes and juvenile facilities spanning decades. The harm arises from incidents dating from as early as 1959, including abuse, mistreatment, and unsafe conditions at MacLaren Children’s Center and other institutions.
Under the agreement, the county will begin payments that extend into future years and has pledged system reforms, including better oversight, reporting hotlines, and improved investigations. The deal reflects changes made possible by updated state laws that temporarily suspended civil statute of limitations for childhood sex abuse claims.
For survivors, this settlement represents a major moment of recognition and accountability. Though nothing can erase the trauma, the resolution sends a message that even widespread institutional abuse can be addressed through legal means—and that perpetrators and systems can be held responsible.
