DOJ Sues Shelter Provider over Sexual Abuse of Migrant Children

The U.S. Justice Department filed a lawsuit against Southwest Key Programs, a nonprofit that operates dozens of shelters for unaccompanied migrant children. The lawsuit alleges that employees sexually abused and harassed children in their care, including actions like solicitation of nude images and inappropriate touching. The abuse reportedly stretched over several years and was handled inadequately by shelter management.

The complaint also claims that despite numerous reports and warning signs, the provider failed to enact sufficient oversight, monitoring, or policy changes to prevent recurring incidents. The case accuses the shelter of ignoring children’s safety needs in favor of cost savings and insufficient vetting of staff.

For survivors and their families, this lawsuit represents a measure of accountability in a system that has historically lacked transparency. It may lead to reform in how child migrant shelters are regulated, including stronger protections, clearer reporting requirements, and more rigorous oversight.
